The above restriction applies to access via e-mail address, e-mail contact forms and all types of web forms and other access.

All other known e-mail addresses, as well as personal e-mail addresses of employees of the administration, do not represent an official e-mail inbox and do not provide legally binding access.

As a rule, notification of non-utilisation within the meaning of Section 3a (1) of the Administrative Procedure Act (VwVfG) cannot be given, as this would involve a disproportionate amount of effort.
